With reference to the Colonial Office memorandum 53531/30/38) of the 2nd ultimo covering a copy of a despatch from the Governor of Hong Kong regarding the question of restricting the grant of passport facilities to persons of

Chinese race born in Hong Kong who may desire to come to the United Kingdom for the purpose of working in Chinese laundries,

I am directed by Secretary Sir Samuel Hoare to say, for the information of Mr. Secretary MacDonald, that he concurs in

the proposal to inform the Governor of Hong Kong that the

present procedure, as indicated in the despatch,for limiting the grant of facilities to the persons concerned appears to be quite adequate.
